Elizabeth Darko's boyfriend, who dies on Halloween night in a rabbit costume - and, as one of the Manipulated Dead, spends the whole Tangent Universe guiding Donnie toward that night.
Frank is two people. In the Tangent Universe's ordinary time he is Frank Anderson, Elizabeth's boyfriend, who drives to the Darkos' Halloween party in a rabbit suit and, in the small hours of October 30, runs down Gretchen Ross and is shot through the eye by Donnie.
Because he dies inside the Tangent Universe, he becomes a Manipulated Dead - "more powerful than the Living Receiver" - and can move through the Fourth Dimensional Construct to any point in the 28 days. The Frank who wakes Donnie on October 2, gives him the countdown, tells him to flood the school and burn Cunningham's house, and opens the portal at the cinema, is the already-dead Frank. That is why he wears the costume and why, when Donnie asks him to take the mask off at the Aero, he reveals the bullet wound.
His question in the cinema - "Why are you wearing that stupid man suit?" - is the film's best joke and its thesis: the costume Donnie sees is the one Frank died in.
In the closing montage Frank, alive in the Primary Universe, touches his right eye.
